CLAIMS TO FAME
- A 45-year veteran of the Japan Racing Association across numerous roles
Established in 1954 as a public entity with the goal of ensuring racing integrity while contributing to the public purse, the Japan Racing Association is the governing body for horse racing in Japan – overseeing 10 racecourses and 38 off-course betting facilities nationwide.
Under the JRA model, 10% of annual racing turnover is contributed to the National Treasury with 50% of any surplus profits added to the kitty at the end of each fiscal year. Of that, three-quarters is designated for improvement of livestock breeding with one quarter used for public or social welfare.
Given Japan represents the world’s biggest horseracing market with turnover of a whopping US$27.4 billion in 2019, last year’s contribution reached US$2.66 billion.
The JRA’s President and CEO, Masayuki Goto, took over the top job in 2014 at the age of 62, bringing decades of experience to what is clearly seen as a prestigious role.
Born and raised in Tokyo, Goto has spent the past 45 years with the JRA filling roles as far and wide as Chief Representative of the JRA’s New York Representative Office, Manager of the International Strategic Planning Section, Assistant General Manager of the Public Relations Department and General Manager of the Corporate Planning Department.
He was appointed JRA Director in 2006 and named Executive Director of Racing Administration Policies, Stable System and Breeding in 2011.
