According to the Macao Government Tourism Office (MGTO), the amount of tax exemption on gaming revenues granted to Macau’s concessionaires in 2024 for attracting foreign players increased compared to 2023.
Under Macau’s gaming law, the government can reduce the tax it charges on GGR by up to 5% after concessionaires if that revenue is generated from international players, meaning those not visiting from mainland China, Hong Kong or Taiwan.
In response to a recent letter from Macau Legislative Assembly (AL) member Lei Chan U asking about foreign visitor sources and tax exemptions, the MGTO pointed out that the SAR government has encouraged concessionaires to continue introducing diversified measures, including the establishment of foreign gaming zones, the expansion of international offices, the provision of private jet services and the introduction of membership privileges for foreign visitors in order to further grow international visitor source markets.
It also mentioned that the amount of GGR tax concessions granted to concessionaires in 2024 due to the expansion of overseas sources of tourists increased when compared with that in 2023, although it did not disclose the amount.
Macau’s international visitor arrivals totaled 2,423,093 in 2024, up 66% year-on-year.
