A group of 19 licensed online gaming operators in the Philippines have come together to form the PlaySafe Alliance of the Philippines – a unified industry association they say is committed to responsible gaming, regulatory compliance, consumer protection and combatting illegal gambling.

The alliance, composed of 19 founding organizations, was formally signed into agreement during an initialing ceremony held in held in Metro Manila on Friday. It also boasts an Interim Council comprising nine licensed online gambling operators: DigiPlus Interactive Corp (BingoPlus, ArenaPlus, GameZone), World Platinum Technologies Inc (KingPH, LuckyPH, QueenPH), Trojans Well Entertainment Corp (Bet88), Gavin Ventures Inc (OKBet), Playmate Leisure Solutions Corp (PlayTime), Stotsenberg Leisure Park & Hotel Corp (Casino Plus, Perya Plus), Jade Entertainment and Gaming Technologies Inc (Jade Sportsbet), Meta Interactive Software Solutions Inc (123Go) and Enigma Software Solutions Inc (Patokbet).

Formation of the PlaySafe Alliance of the Philippines comes as the nation weighs moves to impose a raft of new restrictions on the domestic eGames industry, including stricter know-your-customer rules, greater regulation of gambling advertising, the imposition of a minimum top-up threshold of Php10,000 (US$177) and a ban on payment platforms like GCash and Maya from working with online betting operators.

There have also been calls by some senators to ban online gaming altogether although the Presidential office has stated it will not act in haste in responding to such pressure.

Philippine gaming regulator PAGCOR has already taken action to tighten some restrictions governing the remote gaming industry, ordering operators to remove all out-of-home gambling advertisements such as billboards and inking a Memorandum of Understanding with the Ads Standards Council (ASC) under which gambling ads across all platforms will require approval before being aired.

PAGCOR recently revealed that industry GGR from eGames had surpassed US$2 billion for the first time in the first six months of 2025.

The new PlaySafe Alliance of the Philippines said it will initially focus on collaborating with regulators, strengthening responsible gaming measures, combatting illegal gambling, consumer education and gambling harm and addiction support.

“This alliance is not about competition – it’s about collaboration,” said Eusebio Tanco, Chairman of DigiPlus Interactive Corp.

“By working as one, we can ensure that online gambling in the Philippines will be more secure, transparent and beneficial to both players and the nation.”

The PlaySafe Alliance added that it will soon elect its Officers and be organized into various Strategic Committees to work on focus areas including Player Protection, Advertising & Marketing Governance, Financial Risk Control, and Combatting Illegal Gambling. The association’s founders also announced plans to onboard an independent advisory panel consisting of local and international experts to advise on responsible gaming regulation, public health, financial technology and consumer advocacy topics.
