Summary of junket regulations in Singapore

•  •  No person or corporation can organise, promote or conduct a junket unless he holds a junket promoter licence or a junket representative licence. One of the few exceptions is an employee of a casino that does so as part of his duties for which he is employed.
•  •  All junkets require a licence. In application for a licence, the information that needs to be provided includes disclosure of corporate, individual and associates information, documentary evidence from casino that it intends to enter into junket agreement.
•  •  In considering the licence, the Authority will look at reputation / character / honesty / integrity of applicant, financial stability, adequate financial resources, whether associates are not of good repute, not suitable or have any undesirable financial resources and whether the applicant or any associate has any record of noncompliance with legal or regulatory requirements.
•  •  Junkets are required to keep the following information with regard to their customers:
  •  »  Full name.
  •  »  Date of birth.
  •  »  Nationality.
  •  »  Residential address.
  •  »  Government-issued photo ID showing nationality/residence. eg ID number / passport number / taxpayer ID.
  •  »  Date and arrival at casino.
  •  »  Name/licence no. of licensed JR or accompanying junket players.
  •  »  Amount and type of any commission, rebate or complimentary given to each junket player.
  •  »  Keep credit records in Singapore and for not less than five years after completion of transaction.
  •  »  Identification approved by the authority is to be worn at all times on casino premises.

•  •  A casino operator must give an arrival report to the Authority in writing not less than one hour before the commencement of a junket in its casino. The arrival report under paragraph must contain the following:
  •  »  The junket.
  •  »  Full name.
  •  »  Date of birth.
  •  »  Nationality.
  •  »  The address of his usual place of residence.
  •  »  Government-issued photo ID showing nationality/residence.
  •  »  Date and time of arrival at the casino of the junket players and the proposed date and time of their departure from the casino at the conclusion of the junket.
  •  »  Names and licence numbers of the licensed junket representatives, if any, accompanying the junket players.
